Chinese astronauts Jing Haipeng, 50, and Chen Dong, 37, were blasted off into space by Shenzhou-11 (heavenly vessel) spacecraft at 7:30 am local time (5 am IST) from the Jiuquan Satellite Launch Centre near the Gobi Desert in northern China.

India and Hungary on 16 October 2016 signed two agreements to enhance the bilateral relations between the two countries.The first agreement is for cooperation in the field of water resources, including innovations in irrigation technology. The second agreement is for promotion of co-operation between Indian Council of World Affairs and its Hungarian counterpart.

103. The five-nation group of emerging economies BRICS has agreed to set up an independent BRICS Rating Agency in its efforts to challenge western hegemony in the world of finance.

104. The International Day for the Eradication of Poverty is observed globally on 17 October for eradication of poverty throughout the world.

105. The eighth BRICS summit was held in Goa from 15 to 16 October 2016. The summit concluded with adaptation of Goa Declaration. 2. The two day summit was attended by the Prime Minister Narendra Modi, Chinese President Xi Jinping, Russian President Vladimir Putin, Brazilian President Michel Temer and South African President Jacob Zuma. The theme for the summit was “Building Responsive, Inclusive and Collective Solutions”.

106. Prime Minster Narendra Modi  inaugurated three hydropower projects of 1752 MW capacities in Himachal Pradesh. Inauguration of new hydropower projects will change economic horizon of Himachal Pradesh. The three hydropower projects are
• 540 Megawatt generation capacity third phase of Parbati hydro power project of NHPC in Kullu district
• 412 Megawatt Rampur project of Satluj Jal Vidyut Nigam Ltd in Shimla
• 800 Megawatt Kol Dam power project in Bilaspur district

107. Ashok Leyland Ltd unveiled its Circuit Series electric bus. They are India’s first such indigenously made vehicle.

108. Indian shuttler Saina Nehwal was appointed as a member of the International Olympic Committee's (IOC) Athletes' Commission. Saina received a letter to the effect from the IOC President Thomas Bach on 17 October 2016.

India completed its nuclear triad by inducting country's first indigenously-constructed nuclear submarine INS Arihant into service.INS Arihant is the lead ship of India's Arihant class of nuclear-powered ballistic missile submarines. The 6000 tonne vessel was built under the Advanced Technology Vessel (ATV) project at the Ship Building Centre in the port city of Visakhapatnam.

110. Irom Sharmila floats new political party.The party, People’s Resurgence and Justice Alliance ( PRJA), will contest the Assembly polls in Manipur in 2017.

111. Prime Minister Narendra Modi today launched the National SC/ST Hub here to provide support to entrepreneurs from the community. With an initial outlay of Rs 490 crore, the hub will work towards strengthening market access/linkage, monitoring, capacity building, leveraging financial support schemes and sharing industry—best practices.

The Union Ministry of Shipping sanctioned the Capital Dredging Project for Ro Pax Ferry Services between Gogha & Dahej, in Gulf of Cambay in Gujarat.The step was taken as a part of promoting coastal shipping in the country under Sagarmala programme. It is one of the flagship projects under Sagarmala which aims to increase share of waterways transportation in modal mix to 10% from present level of 7% by year 2025.

121. The Ministry of Urban Development and the Ministry of Railways signed an MoU under which railway stations and adjoining areas will be redeveloped on smart city lines for enhancing passenger amenities, easy access to stations, enabling optimal utilisation of land at railway stations.

122. The MoUs were inked in New Delhi after delegation level talks with the visiting State Counsellor of Myanmar Aung San Suu Kyi. Suu Kyi was on a three day visit to India. Agreements inked includes. MoU for designing an academic and professional building programme for insurance industry of Myanmar. The MoU was signed between Financial Regulatory Department of Myanmar and Insurance Institute of India.

123. Drug major Sun Pharma announced a new collaboration with International Centre for Genetic Engineering and Biotechnology (ICGEB) for developing the “first Made in India designer” dengue vaccine that targets all four serotypes.

124. Indian Navy has commissioned INS Tihayu, a Car Nicobar Class water jet fast attack craft (WJFAC). It was commissioned by the Flag-Officer-Commanding-in-Chief of the Eastern Naval Command Vice-Admiral H.C.S. Bisht in Visakhapatnam, Andhra Pradesh.
