1. India, Russia agree to double the range of BrahMos Missile
1. India and Russia have agreed to double the range of the BrahMos supersonic cruise missile from 290 km to over 600 km. 2. The decision in this regard was taken during the meeting between Prime Minister Narendra Modi and Russian President Vladimir Putin in Goa on the sidelines of the BRICS summit.


2. Antartica’s Ross Sea declared as world’s largest Marine Protected Area
1. Antartica’s Ross Sea was declared as world’s largest Marine Protected Area (MPA) to protect the Earth’s most pristine marine ecosystem. It was declared after landmark international agreement among 24 countries and European Union in Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR) meeting in Hobart, Australia.
2. The Ross Sea is one of the last intact marine ecosystems in the world. It covers 1.6 million square kilometers. MPA status to Ross Sea will bring blanket ban on commercial fishing across about three quarters of its area for 35 years.


3. Microsoft launches India’s first Cybersecurity Engagement Center in Delhi
1. Technology giant Microsoft has launched its first full-scale Cybersecurity Engagement Center (CSEC) in Delhi. It is first-of-its-kind Cybersecurity Centre in India and overall 7th in the world including in Tokyo, Seoul, Beijing, Singapore, Berlin and Washington DC.
2. The CSEC will bring together Microsoft capabilities to foster deeper Cybersecurity collaborations with public and private sector organisations. The centre will also build a trusted and secure computing environment, a critical enabler for India’s digital transformation.


4. Union Cabinet approves agreement between India and Estonia on the transfer of sentenced persons

1. The Union Cabinet on 27 October 2016 approved the signing and ratification of agreement between India and Estonia on the transfer of sentenced persons.
2. The Agreement will facilitate the Indian prisoners imprisoned in Estonia or vice-versa to be near to their families, for serving remaining part of their sentence and shall facilitate their social rehabilitation.


5. Union Cabinet approves agreement on Trade, Commerce and Transit between India and Bhutan
1. The Union Cabinet, chaired by the Prime Minister Narendra Modi, on 27 October 2016 approved the agreement on Trade, Commerce and Transit between India and Bhutan.
2. The agreement was renewed on 29 July 2006 for a period of ten years. The validity of this agreement was later extended with effect from 29 July 2016, for a period of one year or till the new agreement comes into force through exchange of Diplomatic notes.
3. The agreement provides for a free trade regime between two countries. It also provides for duty free transit of Bhutanese merchandise for trade with third countries.

1. Union Cabinet approves establishment of National Academic Depository
1. The Union Cabinet gave its green signal for establishment and operationalisation of a National Academic Depository (NAD).
The National Academic Depository aims at bringing another dimension and enhancement of the vision of Digital India.
2. The Budget Speech of 2016-17 of the Finance Benefit, Arun Jaitley, incorporated the commitment to establish a Digital Depository for school learning certificates, degrees and other academic awards of Higher Education Institutions, on the pattern of a Securities Depository.
Key highlights of the National Academic Depository
• The NAD will be established and operationalised within the next three months.
• It will be rolled out throughout the country in 2017-2018.
• It will be operationalised by NSDL Database Management Limited (NDML) and CDSL Ventures, Limited (CVL) - two of the wholly owned subsidiaries of the Depositories registered under Securities Exchange Board of India (SEBI) Act, 1992.

1. Union Government constitutes Munialappa Committee to monitor bird flu situation

1. The Union Agricultural Ministry on 26 October 2016 constituted a High-Level Committee to monitor the bird flu situation and help state governments take steps to contain the disease.
2. The Committee will be headed by Munialappa, Joint Commissioner in the Department of Animal Husbandry, Dairy and Fisheries (DADF).
