Central govt to hire 2.8 lakh more staff

The Centre in its Budget has provided for the recruitment of around 2.80 lakh more staff.

The size of the central government, particularly police and tax officials, is likely to grow with the Centre's Budget providing for the recruitment of around 2.80 lakh more staff.

Of this number, more than 1.80 lakh would be recruits to departments of police, income tax, customs and central excise. As of March 2016, the central government had 32.84 lakh staff across 55 departments and ministries, including 13.31 lakh in railways, but excluding defence forces. This is projected to rise to 35.67 lakh by March 2018 if the recruitment goal is achieved.





Strengthening enforcement agencies seems a priority with budgetary allocations made for expansion of police forces (central paramilitary and Delhi Police), taking their strength from 10.07 lakh to 11.13 lakh by March 2018. The Centre in its Budget has provided for the recruitment of around 2.80 lakh more staff. The income tax department, the agency involved in the drive against black money post-demonetisation, is set to expand from the existing strength of 46,000 to 80,000 by March 2018.

Similarly , customs and excise department, which will implement the ambitious goods and services tax regime, will get additional manpower of over 41,000.The current strength of 50,600 for customs and excise staff is to go up to 91,700. A review of the “estimated strength of establishment“ in the Budget annexures indicates no change in the manpower of railways, the single largest employer (13.31 lakh) other than defence, in the three years till 2018.

The government had projected to increase its manpower in 2016 by 1.88 lakh but failed to make fresh recruitments in I-T, customs and central excise departments.This led to an erosion in the employee base by at least 21,000 over the strength in 2015. People superannuating far exceeded new employees.

PM Narendra Modi's interest in foreign policy has translated into a significant jump in the strength of the foreign ministry where the government has decided to add over 2,000 employees -up from 9,294 in 2016 to 11,403 in 2018. The I&B ministry , too, has increased its sanctioned strength from 4,012 two years ago to 6,258 in 2018.The cabinet secretariat has been strengthened with manpower to go up from 921 to 1,218 by next year.

Republic Day 2017

India is celebrating its 68th Republic Day today, marking the anniversary of the day the country's Constitution was adopted in 1950, with the customary grand parade in the national capital and several other events. India's military strength and culture will be on display on colourful floats as a part of the annual parade at Rajpath in the heart of Delhi today



The Crown Prince of Abu Dhabi, Sheikh Mohamed bin Zayed Al Nahyan, is the chief guest of honour at this year's Republic Day parade. A contingent of the UAE armed forces will march with the Indian armed forces at the Republic Day parade in Delhi. The Indian Army, Navy, Air Force, artistes and performers from across the country participate will also take part in parades in several parts of the country.


What is the significance of Republic Day in India?

While India celebrated its freedom from British colonisation on August 15, 1947, it established itself as a sovereign state on January 26, 1950. In other words, this is the day the Indian constitution came into being 67 years ago.

The chief architect of the Constitution of India, Dr Bhim Rao Ambedkar, headed the drafting committee that prepared the 'draft constitution' in November 1947. It took more than the next two years for the constitution to finally see the light of day.

The Constituent Assembly adopted the Constitution on January 26, 1950, a date specially chosen to coincide with the anniversary of 'Purna Swaraj Diwas'. January 26, 1930 was marked as 'Purna Swaraj Diwas', or the day the nation would attain complete freedom from its colonisers by the Congress. The members of the drafting committee felt that the birth of the constitution should be observed on a day that held some significance in their fight for independence. When India was ultimately granted freedom by the British in 1947, but on August 15 and not January 26, the date was instead assigned to celebrating India's Republic Day. This was the day the Indian Independence Act was consequently repealed and India was established as a democratic republic, no longer a dominion of the British Crown.

How is Republic Day celebrated in India?


Much like the Independence Day celebrations in India, Republic Day too is celebrated with grand parades in New Delhi and the different state capitals. The Indian Army, Navy, Air Force, artistes and performers from across the country participate in the parades to showcase the diversity of cultures. The President and state Governors receive the military salutes during the parades with the 'fly past' by the Indian Air Force officially concluding the parade in the national capital.

What to expect from Republic Day 2017?

India receives a foreign head of state every year as its guest on the occasion of Republic Day. While former US President Barack Obama was the chief guest in 2015, French President Francois Hollande graced the occasion in 2016.

Key Recommendations of Watal panel on digital payments

A high powered panel to recommend measures to boost digital payments has called for a Payments Regulatory Board and has also urged the government to accept and promote such payments.

“The vision of the committee is to set a roadmap for digital payments to grow substantially over the next three years from the current level of about five percent of personal consumption and twenty per cent of all transactions,” said the report of the Committee on Digital Payments.

It also wants to halve India’s cash to GDP ratio from 12 per cent to 6 per cent over the next three years.

The Finance Ministry has sought comments from the public on the report in the next 15 days and indications are that some of its recommendations would find a place in the Union Budget 2017-18.

The committee, chaired by Ratan Watal, special adviser NITI Aayog and former Finance Secretary, has suggested that the regulation of payments should be made independent from the function of central banking by the Reserve Bank of India. The Board for Regulation and Supervision of Payment and Settlement Systems should be given a statutory status over the next 30 days.

Key Recommendations

1.  Government should promote digital payments and receipts by adopting digital payments for all its needs and withdrawing all charges levied by departments and utilities on digital payments and bear the cost of such transactions.

2. It has also called for mandating government departments and agencies to provide option to consumers to pay digitally as well as incentivise consumers to make payments (including payment of fines and penalties) to Government electronically by giving a discount or cash back.

3. Consumers should also be “enabled to make payments (including taxes) to government through suitable digital means like cards and wallets.

4. To protect consumer interests, it has also called for updating the current Payments and Settlements Systems Act, to include explicit mandates for data protection and security, regulatory governance and consumer protection including penalties and independent appeal mechanism.

5. Further, payment systems like RTGS and NEFT should also be updated to ensure that they work on a 24x7 basis.

6. The committee has also called for promoting Aadaar based eKYC and paperless authentication including in cases where Permanent Account Number has not been obtained. It said this should be done over the next 60 to 90 days and pursued actively by the Finance Ministry, RBI, UIDAI and Telecom Regulatory Authority of India.

7. Mobile number and Aadhaar based fully inter-operable payments should be prioritised and the National Payments Corporation of India should enable this on its platforms over a period of 60 days.

Monetary policy review: RBI cuts repo rate by 25 bps

The Reserve Bank of India (RBI) has decided to cut its key policy rate, or the repo rate, by 25 bps to 6.25 per cent. New Governor Urjit Patel, who took over a month ago from Dr Raghuram Rajan, announced his first monetary policy this afternoon.
